The Office of Substance Use and Mental Health (OSUMH) in the Department of Health and Human Services (DHHS) is seeking a Program Administrator II to oversee the High Acuity and Preadmission Screening and Resident Review (PASRR) programs. Working with the SUMH crisis team, the Program Administrator will be responsible for overseeing and developing high acuity management, crisis stabilization services, and transition between levels of care, all in line with least restrictive principles.
The Program Administrator will also work closely with skilled nursing facilities, PASRR evaluators, Medicaid, Division of Services for People with Disabilities, and SUMH staff to ensure timely and appropriate determinations, and appropriate level of care, for individuals with serious mental illness. This position includes supervision of the PASRR Program Manager.
The successful applicant must have experience signing clinical mental health notes. This is a hybrid position that may include both in-person and telework with routine in-state travel and occasional out of state travel as needed.
Preference may be given for those applicants with a Master’s level Utah Social Work or Mental Health Counselor License.

Example of Duties
Develops, directs, and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
Represents the agency with federal, state, and local government units, in the media, and with key stakeholders.
Ability to understand and manage complex budgets.
Monitors agency or program budget including revenues, expenditures, and budget projection.
Interprets, clarifies, explains, and applies agency policy and procedures, business practices, federal or state laws and regulations, etc.
Coordinates and implements policy and procedure changes.
Ensures compliance with applicable federal and/or state laws, regulations, agency rules, standards and guidelines, etc.
Supervises subordinate personnel including determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
Monitoring and assessing personal performance, other individuals, or organizations to make improvements or take corrective action.
Knowledge of strategic planning, resource allocation, leadership techniques, and coordination of people and resources.

Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
