The Office of Homeless Services (OHS) within the Department of Workforce Services is seeking a Data Program Specialist – Victim Service Provider Comparable Database Support Specialist to support victim service providers (VSPs) statewide in securing and operating Homeless Management Information System comparable databases (HMIS comparable database). This will include supporting a variety of different software platforms in cooperation with VSPs.

Principal Duties:
This position is responsible for:
Building and maintaining relationships with all VSPs in Utah and the Utah Domestic Violence Coalition (UDVC);
Becoming familiar with all software platforms used as HMIS comparable databases used by VSPs;
Acting as a subject matter expert on federal HMIS data standards and reporting requirements;
Assisting VSPs in ensuring compliance of HMIS comparable databases with federal HMIS data standards;
Providing support and technical assistance to VSPs on the use of comparable databases;
Communicating verbally and in written form to homeless service providers executive leadership and program staff providing recommendations on data collection, database management, and data reporting;
Participating in meetings with software vendors on behalf of VSPs as requested;
Supporting the creation and monitoring of contracts for HMIS comparable database vendors as requested by VSPs
Supporting the OHS-UDVC Data Workgroup to build data maturity, common reporting criteria, and messaging between OHS, UDVC, and VSPs on the intersection between domestic violence and homelessness;
Supporting OHS, Continua of Care (CoCs), Local Homeless Councils (LHCs), and VSPs in completing federal and state reports, including assisting in the preparation, submission, and presentation of federal, state, and local reporting on these reports with an emphasis on data from VSPs;
Participating in the creation of the OHS annual report on homelessness, with an emphasis on incorporating data from VSPs;
Supporting the implementation of the state strategic plan on homelessness;
Supporting and presenting to the Utah Homeless Council, Continua of Care, and Local Homeless Councils as requested;
Applying federal regulations, funding source requirements, and reporting requirements.

Ideal Candidate
The ideal candidate for this position is someone who has:
Professional experience and working knowledge of domestic violence services, homelessness services, and Utah’s homelessness strategies;
At least one year of practical experience utilizing Apricot, ETO, or EmpowerDB software as a HMIS comparable data for a VSP; OR one year of practical experience utilizing another software as a HMIS comparable database for a VSP; OR two years of practical experience using a HMIS outside of a VSP;
Experience as a system administrator for a HMIS comparable database or a HMIS;
Experiencing in contract management and monitoring;
Intermediate to advanced skills with data review and analysis;
Lived experience with homelessness or domestic violence;
Demonstrated talent and ability to learn new technologies and implement them successfully;
Excellent communication skills; including the ability to convey complex and technical information clearly to non-technical audiences;
Self-motivation with the ability to prioritize, pay attention to details, meet deadlines and manage changing priorities.
