Duties
Provide administrative support to management and staff, on the practical and clerical aspects of office administration, to include human resources, payroll, travel, budget, acquisition and property management, and other administrative support services. Examples of duties include:
Provide advisory services to staff on administrative functions to facilitate understanding and compliance to agency rules and regulations.
Serve as liaison to Human Resources Specialists on matters related to personnel management. Submit requests for personnel actions through the Federal Personnel Pay System (FPPS).
Provide new employee orientation and completes check-in procedures.
Assist employees with Worker’s Compensation claims.
Provide advisory services and coordination of payroll submission.
Support budget and financial management activities through data entry, tracking, reconciliation, report preparation, and providing recommendations to management.
Coordinate travel and provides guidance and assistance to employees related to preparing travel documents and following travel regulations.
Perform and oversee acquisition and property management.
At the GS-5 level, the employee is becoming familiar with the rules and regulations related to the above administrative functions in order to become the expert point of contact for employees and management. In particular, at the GS-5 level the employee provides support for budget and financial management that is largely transactional work until knowledge and expertise is gained in this area to advance to the GS-6 grade level.
Duties will be developmental in nature when filled below the full performance level.
Work Environment and Physical Demands: Work is mostly sedentary and performed in an office setting.
AREA INFORMATION:
Dinosaur National Monument: Dinosaur National Monument is a spectacular 210,000-acre medium-sized park with mega-park values. Dinosaur has the most complete geologic record of any national park area and an internationally renowned display of Jurassic era dinosaur bones. The rugged landscape provides habitats that support a diverse assemblage of plants and animals and critical habitat for endangered species. People have been living on this landscape for over 10,000 years and the evidence of their activities can be seen in numerous rock art sites and homesteads. The whitewater rafting and magnificent scenery found in the canyons of the Green and Yampa rivers provide premier Western boating experiences. The Yampa is the only remaining large tributary in the Colorado River system that retains its free-flowing character. Dinosaur is over 90% recommended wilderness and was certified as a Dark Sky Park in 2019. Dinosaur National Monument spans a remote area of NE Utah and NW Colorado that is a 3.5 hour drive from Salt Lake City, Utah and a 6 hour drive from Denver, Colorado. The park headquarters is located 2 miles from Dinosaur, Colorado. The communities of Rangely, CO and Vernal, UT offer all amenities (hospital, schools, grocery, etc.) and are within commuting distance of headquarters located near Dinosaur, CO and the Quarry Visitor Center located near Jensen, UT. Housing at Dinosaur: Government housing may be available.
Fossil Butte National Monument: Fossil Butte is a 52-million-year-old lake bed and one of the richest fossil localities in the world. The monument is located in southwestern Wyoming and considered a high desert environment with an elevation of 7,000 feet. Sagebrush is the dominant vegetation at the lower elevations, while limber pine and aspen occur on the slopes. Pronghorn, Mule deer and a variety of birds are commonly seen. Moose, elk and beaver are sometimes observed. Winters are snowy and cold, with temperatures in the single digits and below zero. Summers are relatively mild, with high temperatures peaking in the low 90s. The nearest town is Kemmerer, WY, population 3,000, and is 15 miles east of the park and provides opportunities for shopping, a movie theater, rec center, doctors, dentists, churches and schools (K-12). Bus service is provided to local schools. Salt Lake City, UT is two hours away and Jackson Hole, WY is three hours to the north. More information about the monument can be found at: www.nps.gov/FOBU
Housing at Fossil Butte: No government housing is available. Housing is available for purchase or rent in the local area.

Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently as required), you will be required to sign an affidavit certifying to your possession of a valid State issued driver’s license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver’s license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver’s licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver’s license.
Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

All qualifications must be met by the closing date of this announcement-11/26/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). SELECTIVE FACTOR: This position performs office automation, and typing at least 40 words per minute on a 5 minute typing sample with three or fewer errors is required. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that provided the particular knowledge, skill, and abilities to successfully perform the duties of the position and is typically in or related to the position to be filled. Examples of specialized experience include performing administrative functions (e.g., payroll, personnel, travel, and/or correspondence); using office procedures and equipment; organizing information; typing correspondence, memos, reports, and forms from rough drafts and notes; answering telephone calls representing an organization or business; filing; and meeting and dealing effectively with others. You must include hours per week worked in your resume to receive credit for experience.
-OR-
EDUCATION: Successful completion of at least four years of education above high school. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. You must include transcripts.
-OR-
Successful completion of a combination of education and experience as described above. NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor’s degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to one year of specialized experience. For example, six months of the specialized experience described above (50% of the experience requirement), and three years of college study from an accredited institution (50% of the qualifying education). Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
In addition to meeting the selective factor as described above; to qualify for this position at the GS-06 grade level, you must possess the following minimum qualification requirement by the closing date of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. Specialized experience includes, but is not limited to: answering questions/providing guidance to employees regarding payroll issues; coordinating human resource activity; providing guidance to supervisors and management on personnel issues; using automated systems; assisting staff with workers compensation issues; having knowledge of and applying regulatory requirements; verifying time and leave balances; providing program and administrative support; and maintaining files. You must include hours per week worked in your resume to receive credit for experience.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education at the GS-05 level, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
Education is not used towards qualifying for the GS-06 grade level.
Additional information
A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
