The Utah Department of Workforce Services (DWS) is looking for a skilled and motivated individual to fill a Community Development Block Grant (CDBG) Program Manager position with the division of Housing and Community Development (HCD) in Salt Lake City. The CDBG Program Manager will manage the State of Utah Small Cities Community Development Block Grant (CDBG) program in the Housing and Community Development Division (HCD). The CDBG Program Manager will also provide staff support to the CDBG Policy Board.

Principal Duties
The Program Manager will perform the following tasks:

Provide leadership in developing, planning, coordinating and evaluating CDBG program performances and measurements.
Ensure compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines, etc.
Draft major CDBG program policies and procedures and related documentation.
Research CDBG best practices in other states to strengthen the state CDBG program.
Assist the CDBG Policy Board in fulfilling their mission.
Provide leadership and guidance to regional organizations to ensure the grant award processes are transparent and objective.
Communicate and coordinate with department divisions, federal partners, regional partners, and other related interests.
Collaborate with regional partners and provide community awareness regarding the program requirements and outcomes.
Provide training and technical assistance to local project managers.
Represent the department at hearings and related public meetings.
Manage workload for assigned staff to include performance management, hiring, personnel actions, initiating corrective and/or disciplinary actions to include termination.

The Ideal Applicant
The model applicant for this position is someone who:Has previous experience working with grant processes.
Has previous supervisory experience.
Has excellent communication skills, both verbal and written.
Has interpersonal skills to work effectively with many different stakeholders.
Has experience working with CDBG or other community development programs which may include housing, rural development, planning or other community development programs.
Has an understanding of principles, theories, and practices of budget management.

Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
