The Department of Health and Human Services, Division of Services for People with Disabilities (DSPD) is looking for a detail oriented person to join a committed team of individuals who manage division records, releases of information under HIPAA and GRAMA, expungement of criminal records, and privacy and information security matters. The incumbent will work, along with other team members, to coordinate with department staff in information and privacy roles, attend coordination meetings, and work on other related assignments from the team administrator.

Responsibilities
Manages requests for the expungement of criminal records for people served within division programs

Evaluates and prepares records for release based on formal requests under HIPAA or GRAMA regulations
Attends meetings and represents the division on department committees concerned with records management and privacy, at the discretion of the administrator
Cross covers team functions to ensure timely responses and seamless service
Track and organize records requests to help the division understand trends and customer service standards
Explain state and department policy related to records management and privacy laws
Coordinate with other department representatives and experts to ensure the division’s practices are up to date
Helps the team measure and ensure division staff are compliant with required privacy and security training
Develops or modifies rules, policies, or standards, etc.
Provides consultation, makes recommendations, gives appropriate advice, and/or facilitates decisions related to public information.
Develops and implements procedures in response to agency policy, state and federal laws, etc.

Qualifications
(includes knowledge, skills, and abilities required upon entry into position and trainable after entry into position)

Knowledge of department, state, and federal regulations related to privacy and information security

The ability to collaborate with a variety of people to understand and implement approved policy and best practices
Understanding or the ability to foresee risks associated with certain actions related to information security
The ability to listen to and understand information presented by others.
The ability to read and understand information and ideas presented in writing, especially related to privacy and information security, including legal documents such as rules and regulations.
The ability to communicate information and ideas verbally and in writing and as appropriate to the audience so they will understand.
The ability to tell when something is wrong or is likely to go wrong and the ability to explain these concerns to others
The ability to apply general rules to specific problems to produce answers that make sense.
Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
Understanding the implications of new information for both current and future problem-solving and decision-making.
Identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
Managing one’s own time Knowledge of administrative and clerical procedures and systems such as word processing, imaging software, pdf software, managing files and records, designing forms, and other office procedures and terminology.
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
