As a Special Education School Psychology Licensing Specialist, in collaboration with Utah Local Education Agencies (LEAs), Institutes of Higher Education (IHEs), stakeholders and Utah State Board of Education (USBE) staff, you will work to support multiple pathways to school psychology license areas of concentration and the Special Education Eligibility Evaluation endorsement including competency-based options to ensure that students with disabilities have access to qualified educators as outlined by the Utah State Board of Education and Department of Education Office of Special Education Programs (OSEP). This is a licensed-level position reporting to an Educational Coordinator and is unique to the USBE.

Principal Duties

Respond to LEAs and educators regarding special education licensing questions and provide technical assistance to LEAs in supporting teachers and related service providers on an Alternate Educator License (AEL) path through an educator preparation program
Review transcripts for out-of-state license applicants
Review transcripts for candidates for an alternate and professional licensure
Recommend for licensure
Assist candidates with the Special Education Eligibility Evaluator (SpEd-EE) endorsement process
Create and facilitate a community of practice and ongoing professional learning for the SpEd-EE endorsement holders
Assist in the development of competency-based endorsement for special education and related service provider licensure pathways
Conduct follow-up check-ins with licensure candidates and mentors, answer e-mails and phone calls related to the program
Monitor shared in-boxes
Grade in-house coursework for licensure candidates
Collaborate on the development and facilitation of professional learning opportunities for educators pursuing a special education license or endorsement in Utah
Provide support for mentoring and clinical experiences related to school psychology and the SpEd-EE endorsement
Evaluate special education and related service provider preparation programs and processes for quality and effectiveness and make recommendations for improvement
Design and implement new support procedures as needed to remove identified barriers and streamline processes
Collaborate across USBE departments and sections to ensure the alignment of programs
Coordinate and align efforts with institutions of higher education around policies and procedures for licensure
Coordinate effectively with other state agencies, stakeholders, and service providers
Help develop and implement effective, equitable strategies and best practices, within a variety of settings
Work to improve overall LEA understanding of Special Education licensing areas of concentration and the requirements as defined in USBE policy and the Code of Federal Regulations (CFR)

Ideal Candidate
The ideal candidate for this position is someone who has:
A Utah educator license area of concentration as a School Psychologist
Experience working with the statute, and policy, including proficient knowledge of the IDEA
At least five years of experience working in school psychology
Preference may be given to candidates which have:
At least three years of experience working with developing and facilitating online learning opportunities
Experience in educational coaching and mentoring
Experience working with candidates for the Special Education Eligibility Evaluation endorsement
Experience developing micro-credentials
An Educational Supervision/Administration license area of concentration
