The Division of Facilities Construction & Management is looking for our new Value Based Selection Specialist. If you have knowledge and experience with the Utah State Procurement Code, and thrive in an environment of public speaking, this could be the position you’ve been looking for!

Principal Duties
The Value Based Selection (VBS) Specialist requires a foundational to moderate level of knowledge of the State of Utah Procurement Code and will be responsible for:

VBS Schedule management and coordination with agencies and institutions of higher education, DFCM project managers and selection committee members.
Establishing and maintaining cooperative working relationships with the above mentioned parties to ensure that the VBS program is conducted in accordance with the Utah Procurement Code and Administrative Rules governing DFCM procurement.
Interpreting and applying the rules and guidelines of the established VBS process and policy.
Maintaining a current understanding and knowledge of changes within the Utah Procurement Code and Administrative Rules governing DFCM.
Educating state agencies, contractors, firms, selection committee members and DFCM staff on the VBS process and policies ensuring all parties are informed of any changes in a timely manner.
Attending seminars and events representing DFCM to provide information to contractors and firms interested in working on DFCM projects.
Managing the process of pre-qualifying contractors for work in different construction disciplines.
Monitoring and managing performance evaluations of contractors and firms working on DFCM projects.
Assisting with special projects and providing backup support to various roles within the DFCM construction team.
Traveling to different areas of the State between Logan and St. George where overnight stays may be required to conduct VBS events up to an annual average of 20% of the time.

The Best Qualified Candidate
The best qualified person for this position will have:Experience and knowledge of the Utah State Procurement Code.
Experience giving presentations or public speaking.
Excellent written and verbal communication skills.
A working level of knowledge of Microsoft Excel.
Additional preference may be given to candidates in the construction industry.

The Division
The Utah Division of Facilities Construction and Management (DFCM) was established in 1981. The division is comprised of 190 full-time employees across the State who maintain state-owned buildings, manage construction projects, inspect buildings, facilitate real-estate acquisitions and manage leases, and provide a range of other support services.

Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
Driver’s license required.
DHRM rules apply for promotions/transfers.
