The Department of Health and Human Services (DHHS), Division of Services for People with Disabilities (DSPD) is seeking a leader for the Request for Services (RFS) Committee. This is an opportunity to make a difference in one of DSPD’s key processes, the objective review and approval of funding for individual service budgets for people approved for and receiving DSPD services.

This position leads a team of committed people who are assigned to evaluate requests for funding for people entering services,

The incumbent will interpret and administer the policies that define the process by which funding is assigned to individual recipients of services. The ability to understand service code descriptions is critical. In addition this position will support team members in making decisions consistent with the service descriptions. The incumbent will participate in discussions about changes to service code descriptions as an expert with experience in how they are interpreted and used in our service system.

The incumbent will work closely with the division’s finance officer to whom this position reports and will have responsibility for enhancing and reviewing, with the finance officer and other division leaders, the team’s measures of performance including accuracy, reliability, and timeliness of decision making. The manager will work with the team on relevant improvements to enhance the quality of the work and enhance the public’s trust in the RFS process.

This position will conduct training of staff members on the RFS process and lead team meetings. The incumbent will communicate with both internal and external partners about decisions and will work to resolve conflicts in order to ensure people receive needed services.

Responsibilities
Coordinates program activities, services, and/or program implementation with private providers, other governmental entities, program users, etc.
Represents the agency with federal, state, and local government units, in the media, or with private organizations.
Monitors agency or program budget including revenues, expenditures and budget projection, etc.
Develops, directs, and/or evaluates programs.
Qualifications

Ability to guide a team to a consistent way of performing it work

Ability to coach individual team members

Ability to analyze data and use data to recommend process improvements

Ability to be objective in the application of policy

Knowledge of the DSPD system and various service delivery programs and the ability to apply that knowledge to the work of the RFS team

Ability to problem solve and work towards solutions with both internal and external partners

The ability to apply general rules to specific problems to produce answers that make sense

Ability to engage with division leaders to clarify details, improve understanding and propose and support improvements

Ability to respond to questions from the community

The ability to use financial tools such as spreadsheets to make accurate calculations

Communicating effectively and professionally in writing as appropriate for the needs of the audience. The ability to coach team members in similar styles.

Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.

Licensure is required when job duties are within the scope of practice as defined in UCA 58-60: Mental Health Professional Practice Act. Divisions, offices and institutions are responsible for determining which positions require a license, depending on the area of assignment.
