The Division of Aging and Adult Services (DAAS) is seeking a Continuous Quality Assurance (CQI) Administrator who focuses on initiatives aimed at improving service delivery within Adult Protective Services (APS). The CQI Administrator in this position will implement quality program initiatives, conduct quality assurance reviews on APS intakes, investigations and service cases, evaluate program effectiveness, and use and facilitate review data to sustain and/or improve existing programs and the utilization of resources and services to improve outcomes for vulnerable adults reported to APS. They will be part of the APS leadership team and represent the agency with federal, state, and local government entities. They will also support and sustain both the Department of Health and Human Services (DHHS) mission and DAAS goals, plans, and objectives.

This is a time-limited, benefits-eligible position funded by a grant through the Elder Justice Act, which provides Adult Protective Services funding to states. This position is currently funded through March 31, 2026, with continuation dependent on annual appropriations from Congress.

Travel is required for this position.

This position is open to telework options. The State of Utah requires all employees to physically work inside the State of Utah Boundaries.
Example of Duties:

Assist in the development and oversight of CQI plans for Division projects and initiatives
Conduct CQI reviews on Adult Protective Service case records and provide feedback to caseworkers and supervisors
Analyze results of the CQI reviews to identify practice strengths and areas needing improvement
Assist administration in developing meaningful strategies to address areas needing improvement
Write and submit reports such as Program Improvement Plans, Measurement Plans, progress reports, and the Annual Progress and Services Reports
Prepare and conduct Trends Analysis reports on Adult Protective Services case records
Serve as a resource to the management team in preparing for annual performance reviews and addressing results
Assist with training supervisors and employees on CQI process and using available database reports and dashboards
Ability to efficiently use Excel to build spreadsheets, create formulas, and analyze data
Other duties as assigned
Qualifications

Qualifications for this position include:

Having six years of professional experience in both a Human Services field and conducting Continuous Quality Improvement (CQI) activities and/or Quality Assurance (QA) reviews or evaluations of programs aimed at direct service delivery OR a bachelor’s degree or higher in a Human Service or related field of study with two years of professional work experience in Human Services and/or Quality Assurance
Demonstrating a working knowledge and understanding of working with vulnerable populations in the Human Service field to keep them free of adult maltreatment
Having at least one year of professional work experience conducting reviews or evaluations in Human Services programs
Being proficient in software applications that access and utilize database reports
Having the ability to perform data and trends analysis and produce meaningful data presentations that are actionable
Having the ability to establish and maintain effective working relationships with employees, other agencies, and the public
Having strong speaking, training delivery, and written communication skills
Being knowledgeable of applicable laws, rules, regulations and/or policies and procedures of the agency
Using logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions
Preference

Preference may be given to applicants who:

Have worked for the Department of Health and Human Services (DHHS)
Have six years of professional experience in both a Human Services field and conducting Continuous Quality Improvement (CQI) activities and/or Quality Assurance (QA) reviews or evaluations of programs aimed at direct service delivery or a bachelor’s degree or higher in a Human Service field of study with two years of professional work experience in Human Services and/or Quality Assurance
Have two or more years of experience conducting CQI reviews or evaluations of programs aimed at direct service delivery

The Division of Aging and Adult Services is a division within the Department of Health and Human Services. Adult Protective Services investigate cases of abuse, neglect, and exploitation of vulnerable adults.
