Job Description
 

Utah Board of Education (USBE) is seeking a Personalized Competency Based Learning (PCBL) Specialist to oversee work by the Agency related to building capacity for LEAs and educators to develop the conditions across the state for students to reach the aspirations in Utah’s Portrait of a Graduate through implementing the PCBL Framework.

Principal Duties
As a Personalized, Competency-Based Learning Specialist, you will:
Support districts and charter schools in their implementation of PCBL.
Oversee the continued development of professional learning communities throughout the state to help foster the spread of better practices
Work closely with other members of the Quality Instruction Team and other teams within USBE to envision ways to more effectively innovate and incorporate the best instructional practices to foster Personalized Competency Based Learning for educators and students.
Support in building the capacity and understanding of PCBL across various stakeholder groups, including educators, leaders, families, policymakers, and others
Proactively align PCBL with the Utah Effective Teaching Standards (UETS) to promote effective instruction
Collaborate closely with the Teaching and Learning section to design and deliver professional learning that supports the effective implementation of PCBL through alignment with the Utah Professional Learning Standards
Oversee the PCBL Grant Program, including the competitive application process, allocation of funds, associated statute and Board Rule, and technical support to awardees.
Lead the statewide PCBL Review committee to further the vision for PCBL across Utah districts and charter schools.
Provide professional learning and support Utah’s PCBL Framework and other strategic initiatives.
Collaborate with internal and external partners to leverage expertise in promoting new school system models.
Utilize the Utah Grants management system to review and approve annual budgets and reimbursement requests for all PCBL districts and charter schools.
Identify, advocate for, and carry out a defined budget related to a fiscal year’s worth of activities
Engage in consistent professional correspondence with educational leaders from over 160 districts and charter schools to develop positive working relationships and a deep professional community throughout the state
Work with several stakeholder groups (university faculty, K-12 leaders, educational technology providers, etc…) to create a culture of change leadership for PCBL.
Participate on various internal and external committees with the goals of USBE’s strategic plan by building a professional community, finding overlaps in colleague pursuits, and sharing efforts with others.
Produce and disseminate a monthly DTL newsletter to the DTL community.
Complete other duties as assigned.

Preference
Has a BA/BS degree, Master’s degree is a plus.
Has a State of Utah Educator License, Educational Technology Endorsement is a plus.
Has a background in Personalized, Competency-Based learning environments.
