The Department of Government Operations, Division of Finance is seeking a dynamic and experienced Payment Operations Manager to lead our mission-critical payroll and vendor disbursement operations. The Department/Division
The Department of Government Operations provides support to, and enables other state agencies to fulfill their core missions.
The Division of Finance promotes a culture of customer service, efficiency, and effectiveness. We also expect a high degree of fiscal accountability for the taxpayer resources entrusted to the State from the Utah Legislature and other stakeholders.

 

Example of Duties
 

Oversee all aspects of state payroll processing, ensuring compliance with federal and state laws, regulations, and policies.
Manage vendor payment operations, including disbursement processes, the administrative offset program, and vendor management functions.
Lead the implementation of a new payroll/HCM system, coordinating with cross-functional teams to meet project milestones.
Analyze financial data using tools like Cognos, Access, and Excel to identify trends, monitor performance, and inform decision-making.
Foster a collaborative and high-performing team environment that encourages continuous improvement and innovation.
Stay informed about legislative developments and assess their potential impact on payroll and disbursement operations.
 

Qualifications
 

Proven experience managing payroll and accounts payable functions, ideally in a large organization.
In-depth knowledge of electronic payment processing, vendor management, and internal controls.
Proficiency with the state’s accounting system (FINET) and data analysis tools (Cognos, Access, Excel).
Demonstrated ability to lead and motivate teams, build strong relationships, and collaborate effectively with diverse stakeholders.
Exceptional communication and presentation skills, both written and verbal.
Current CPA license is required.
