The Division of Emergency Management (DEM) is seeking a highly motivated and skilled individual to fill a Mitigation and Recovery Bureau Chief position. Division of Emergency Management-

The Division of Emergency Management serves the local emergency management community, state government agencies and the residents of Utah through planning, training, preparedness, mitigation, recovery and response activities.

DEM also brings subject matter experts and multiple state agencies together at the State Emergency Operations Center to support and coordinate response and recovery as needed.

Mitigation and Recovery Bureau Chief

The Operations and Planning Bureau Chief is tasked with the direct management of planning and monitoring budgets, developing and evaluating programs, developing policies and procedures, representing the agency’s legislative interests, and managing personnel issues.

Principle duties

Develops and coordinates plans and policies, resources, and missions as well as goals, vision, and expectations of agency or program; supports preparation and updates of plans and priorities.
Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
Prepares units to meet Federal mission requirements in the event of a state or national emergency.
Supports budget development including fund allocation, budget projection, expenditures, etc.
Encourages collaboration and communication among sections within and outside of the bureau
Represents agency interests on key legislative issues, task forces, committees, etc., and/or draft legislation, propose amendments, etc.
Reviews legislation to determine impact on the operation of an agency or the state. Gives recommendations regarding implementation of passed legislation.
Represents the agency with federal, state, and local government units, in the media, or with private organizations.
Develops and implements procedures in response to agency policy, state and federal laws, etc.
The Best Qualified CandidateWill have direct experience in Emergency Management
Will have experience supervising staff
Will have management experience working with a budget
Will have a degree in Emergency Management or a related field such as Political Science, Criminal Justice, Public Policy, Communications, Business Administration or Public Administration.
Will have experience in giving presentations and/or briefings to public officials.
