The Office of Licensing within the Department of Health and Human Services (DHHS) is looking for an individual who would love to work in a supportive team environment with a focus on monitoring license compliance, completing inspections, and providing technical assistance. The Licensor II will oversee all aspects of licensing and regulatory compliance for various human services programs, such as youth and adult residential treatment programs, foster care providers, and programs serving clients receiving services from the Division of Services for People with Disabilities (DSPD). This is a hybrid work position, with both in-office and work from home days. Onsite inspections and statewide travel are required.

Responsibilities
 

Schedule and conduct inspections and/or investigations.
Audit and review systems and practices to ensure compliance with procedures, regulations and standards.
Analyze, summarize and/or review data; report findings, interpret results and/or make recommendations.
Review, investigate, document and process grievances, complaints, and/or implement disciplinary actions.
Maintain contact with applicable agencies/organizations for guidance in the solution of compliance problems.
Provide consultation, make recommendations, give appropriate advice, and/or facilitate decisions related to public information.
Conduct, or represent the agency at, formal or informal hearings.
Develop or modify rules, policies, or standards, etc.
Coordinate program activities, services, and/or program implementation with private providers, other governmental entities, program users, etc.
Issue licenses, permits, registrations, certificates, etc.
Issue or recommend issuance of orders, citations, sanctions, and/or warnings for infractions involving violations of federal and/or state laws, rules and regulations.
Review, restrict, deny, suspend, or revoke licenses.
Provide technical assistance on agency issues, services, and program(s).
 

Qualifications
 

Minimum Qualification

Is adaptable to change and self-motivated;
as excellent written and verbal communication skills;
Is able to work with people in a manner showing sensitivity, tact, and professionalism;
Understands laws governing access to public and private records (Government Records Access and Management Act).
Preferred Qualifications

Has experience in investigations and/or auditing;
A combination of education and/or direct experience that enables the incumbent to effectively complete the essential duties.
Has experience working in or with the Office of Licensing;
Has excellent written and verbal communication skills;
Has current licensure or certifications through the Utah Division of Professional Licensing related to this job;
Has experience in a human services program (treatment providers, DSPD providers, or foster care);
Is able to work with people in a manner showing sensitivity, tact, and professionalism;
Understands laws governing access to public and private records (Government Records Access and Management Act).
 

Supplemental Information
 

Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc..
Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
This position may require some statewide travel.
This position is currently a hybrid of both in-office and remote work days. Please note, a position’s eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
