The Division of Technology Servies (DTS) is looking for a knowledgeable Information Analyst who knows development and maintenance for applications at the Utah Department of Corrections (UDC). The UDC and the BOPP (Board of Pardon and Parole) depend heavily on major, mission-critical software applications for their direct operational and information needs.
The UDC is responsible for all aspects of adult criminal offender management from the Court referrals and sentencing investigations, through prison admission and management, education and treatment, release preparation, supervision on probation and parole, and many administrative and support processes. It provides a full range of medical and psychological services. The BOPP schedules and hears offender cases for Parole and reviews cases for Violations, as well as the Pardoning and related Expungement process. Such systems as O-TRACK (Offender Management System), F-TRACK (Field Operations in Adult Probation and Parole), CACTAS (Offender financial obligations), BI (Business Intelligence) and UDOCA (Document management), to name a few of many, support all day to day operations and allow a rich source of management information. In addition, these Departments each host public and internal web sites, and UDC handles some data services to external law enforcement and other allied agencies.
The UDC is moving forward in adopting the use of mobile devices and access and other emerging technologies. It also is aggressively addressing technical and application security issues and initiatives.The technical platform consists of Java web applications with Informix and MS Sequel Databases. There are several public and internal web sites in Word Press.
This position is an important part of the software application development and maintenance life cycle and focuses on the activities of: project scoping, business work flow analysis, business application requirements analysis, database and application design, detail business and technical specifications, knowledge acquisition from users, knowledge transfer to developers, testing for requirements, and assistance of product implementations. In addition, the Analyst must be able to fill development project leadership roles, organize and facilitate group and team meetings, prepare quality business and technical documentation and troubleshoot application problems.
This role has a direct relationship with agency user reps and groups, and serves a critical role in helping them understand system data, data relationships, application functionality, and identifying useful enhancements. The role interacts with the Planning and Research Bureau staff to assist with issues and questions on data and reporting. This position works closely with, and under the leadership of, the on-staff Senior Project Manager, and assists with the direct management of multiple projects and related unit duties. This position is intended for an expert-level Senior Information Analyst with experience, with the capacity to simultaneously handle multiple projects, and the ability to effectively document and communicate detailed requirements to technical staffs.
The Ideal Candidate:
The ideal candidate will work closely with, and under the leadership of, the on-staff Senior Project manager. This position is intended for an expert-level Senior Information Analyst with several years of direct experience on software development projects on mission-critical computer systems. The candidate will have the capacity to simultaneously handle multiple projects, and the ability to effectively communicate detailed requirements to technical programming staffs.

Example of Duties
Organizing, chairing, facilitating and documenting meetings with users and technical staff; serve as the lead in defining and documenting project definitions, scope, objectives, business work flow processes and diagrams, application and database requirements, business functional specifications, design and technical specifications, business and technical standards documents, test case scenarios and other analysis and design tasks and reports; the utilization of computer software programs to store data, retrieve stored data, analyze retrieved data, and arrange results in a format that effectively supports the organization’s production activities; coordinate the use of information analysis related hardware, software, and data with the organization’s employees and/or the public; interface with data processing users to automate applications and/or resolve application and operating problems; help customers identify better ways to utilize the system’s capabilities; estimate project costs; assure deadlines are met; negotiate common standards for data formats; assess needs for data analysis related hardware, software, and data; and make recommendations to management for improving and/or maintaining effective information analysis support for the organization; resolve complex operation and/or data processing issues and may monitor system performance; make recommendations for enhancements; review systems to ensure compliance with procedures, policies, regulations; and facilitate/chair work groups, etc.
Candidates must have a minimum of two (2) years of direct employment experience as an Information Analyst or Business Analyst leading teams, interfacing with business personnel, and performing the duties of analysis, design, writing specification documentation, interpreting requirements for technical development staffs, and related assignments, on medium to large scale IT software development projects. Candidates with non-IT types of business analysis experience, or less than two years direct experience, as described above, need not apply.
