The Health Program Manager I provides leadership and technical expertise to the Medicaid Operations Provider Enrollment Team. This position supervises subordinate staff and reports to the Health Program Manager II, Provider Enrollment. Work is guided by policies of the Division of Integrated Healthcare, Office of Medicaid Operations, and the Federal Centers for Medicare and Medicaid Services (CMS). In addition to initial Medicaid enrollment, providers are also subject to periodic recredentialing, program integrity reviews, and monitoring through the Department of Public Licensing (DOPL). The Medicaid Provider Enrollment Team conducts or provides support to these activities.

Note: as of April 8, 2024, DHHS employees will be working a hybrid schedule, which includes 2 office days per week and 3 telework days.

Responsibilities
 

Provides leadership, supervision, and work direction to subordinate staff.
Supports team member success through performance management coaching, mentoring, and skill development.
Ensures Program compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards, and guidelines.
Supervises customer service support for representatives of the healthcare community.
Facilitates job-related training to staff and providers.
Conducts audits and research, compile statistics, and analyzes performance data.
Applies quality control measurements and evaluation.
Researches and responds to incoming questions or complaints.
 

Minimum Qualifications
Knowledge, skills, and abilities required or trainable after entry into position:

Interviewing techniques.
Agency and community resources and services.
Communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing.
Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
Speak clearly, concisely, and effectively; listen to, and understand, information and ideas as presented verbally.
Applicable laws, rules, regulations and/or policies and procedures.
Research methods, techniques, and/or sources of information.
Use automated software applications.
Conduct a methodical examination.
Make decisions or solve problems by using logic to identify key facts, explore alternatives, and propose quality solutions.
Recognize when something is wrong or is likely to go wrong (does not involve solving the problem).
Extensive knowledge of PRISM system.

Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.
This position may currently be a hybrid of both in-office and remote work days. Please note, a position’s eligibility for remote work is established by agency management and is subject to change at their discretion, at any time and for any reason.
Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
