Financial Manager II – Public Safety

The Financial Manager directs fiscal activities for a large complex division or multiple smaller divisions, programs, and/or function areas. They advise executive, division, and agency directors regarding fiscal operations. They develop and implement department procedures and controls to manage budgeting, accounting, contracts, grants and other financial services. They will supervise professional-level subordinate staff.

Principal Duties:
Manage the government grants for Public Safety.
Prepare annual budgets and assist the finance director with budget and legislative issues.
Oversee division revenue authorizations, accounts receivable, government grant administration and assist when needed with accounts payable, payroll, and other financial areas as assigned.
Oversee division expenditure authorizations, purchasing, inventory processes, accounts receivable, accounts payable, payroll, and government grant administration.
Forecast internal revenue derived from tax payments, grants, fees, and other sources.
Forecast internal expenses related to personnel, travel, projects, administrative overhead. etc.
Review fiscal operations to ensure accuracy and integrity.
Participate as a member of the division’s management team.
Manage staff.
Have an in-depth understanding of government accounting, budget preparation, and legislative appropriations processes.
Have proficiency with common financial forms such as balance sheets, P&L Statements, cash flow, and other accounting spreadsheets.
Communicate effectively verbally and in writing via reports, memos, emails, or live presentations.

Excellent financial accounting and budgeting knowledge and expertise Innovative problem-solving abilities
Ability to communicate effectively
Experience in creating budgets
Experience using Utah’s FINET accounting system
Experience using the state payroll system
Experience forecasting revenue and budget expenditures
Leadership qualities that motivate others to successful achievement
Appropriate computer skills in WORD, Excel, various databases, etc.
Preference may be given to candidates who:
Have a working knowledge of the state FINET system, budget prep process, legislative fiscal process, and Utah’s finance rules and procedures.
Interpersonal skills that will allow effective communication and team collaboration with co-workers, senior management, and/or external stakeholders.
