Seeking candidates with multi-million-dollar financial experience AND mid-management experience.

This position is with the Division of Integrated Healthcare, Office of Financial Services. Incumbent will direct, manage and oversee complex Medicaid fiscal activities for the division to include managing Medicaid budgets, forecasts, federal reporting and legislative process. Incumbent manages the development and implementation of new or enhanced policies and procedures as required in response to sensitive and complex issues or requirements. Advises Office Director, Assistant Office Director, and the department’s finance area on budgets, contracts, close-out, and other fiscal operations for the division; presents or defends system integrity and financial practices; resolves difficult and unusual problems requiring expert knowledge and experience with interfacing automated fiscal systems; generates, analyzes and presents custom reports and fiscal interpretations.

Preference may be given for a bachelor’s degree or higher in accounting or finance, or a master’s in business administration. Preference may also be given to applicants with a CPA license.

Note: as of April 8, 2024, DHHS employees will be working a hybrid schedule, which includes 2 office days per week and 3 telework days.

Responsibilities
 

Manages accounting and budget activities and provides fiscal information.
Manages special fiscal projects or activities of a highly specialized nature (i.e., Consensus, budgeting, projecting and preparing Medicaid forecasts, review/control of internal services, etc.).
Manages division contracts, agreements and grants, provides contract status information to management, and maintains files and tracking systems.
Develops or modifies rules, policies, or standards, etc.
Performs statistical and/or actuarial analysis by applying appropriate protocols in analyzing data and reaching accurate conclusions.
Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc.
Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations.
Reviews fiscal operations to ensure integrity, accuracy and control of data.
Develops budgets including fund allocation, revenue collection, budget projection, expenditures, etc.
Represents the agency with federal, state, and local government units.

Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.
This position may currently be a hybrid of both in-office and remote work days. Please note, a position’s eligibility for remote work is established by agency management and is subject to change at their discretion, at any time and for any reason.
Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
