EpiTrax Operations Senior Health Informatacist

The Utah DHHS’s Division of Population Health (DPH) promotes healthy behaviors, prevents injury and disease, works to connect at-risk people with services, and ensures rapid emergency response to any issue of public health concern. The Utah Department of Health and Human Services is looking for an experienced Senior Health Informaticist to manage EpiTrax Team operations. The EpiTrax team works with Local health departments and National Public Health Agencies(PHA) to coordinate efforts for a Utah developed disease surveillance system and suite of applications. These applications are used to monitor, control, and prevent disease within the Utah population. This position will play a pivotal role in assisting DPH in maintaining smooth day to day operations that will contribute to the data-driven decisions that will keep Utah’s population healthy. The EpiTrax Operations Senior Health Informaticist will be responsible for overseeing the grants, data, training, and day to day operations of the EpiTrax Team.

Retirement – Utah Retirement Systems (URS):
Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in the Tier I Public Employees System.
Employees hired on or after 7/1/2011 and who have never been in the URS retirement system have two options for retirement in the Tier II System.
Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k))
Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.
Employer contributions to your 401(k) are vested after four years.
Paid Time Off:
Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick).
Annual leave amounts increase with years of service.
We have 12 paid holidays.

Responsibilities
Principal Duties:
As a Senior Health Informaticist you will:
Assist and direct the EpiTrax business analysts to ensure timeliness, completeness, and accuracy of communication between state, federal and local public health representatives.
Develop and implement processes for monitoring and improving workflow
Oversee user access to the EpiTrax Application and database.
Identify and prioritize resources to onboard new users to the application.
Collaborate with state and local epidemiologists to maintain bug tracking and requested feature tracking to pass along to the development team.
Create and update documentation for proper handling of day to day operations.
Communicate effectively and professionally with healthcare organizations, epidemiology, public health agencies, and DPHIP team members.
Collaborate with the EpiTrax Project Senior Health Informaticist to develop and implement projects to improve The EpiTrax suite.
Understand public health laws as they pertain to informatics.
Participate in and delegate participation in external workgroups (i.e. Outbreak Module enhancements, EpiTrax User group etc).
Learn and then act as a subject matter expert on EpiTrax and EpiTrax operations for Utah and the Informatics Program
Minimum Qualifications
Minimum Qualifications:
The model candidate for this position is someone who has:
A strong epidemiological background.
Experience working in an Agile environment.
Experience working with standard data formats (HL7, C-CDA, XML, FHIR, etc.) and vocabularies. (LOINC, SNOMED, ICD, etc).
Experience creating and implementing standard operating procedures(SOP) documentation.
Experience supervising or functionally supervising staff.
Project management experience.
Knowledge of principles, theories, and practices of public health informatics, standards, and information systems.
Communication and presentation skills.
Resource management, including personnel, experience.
Knowledge of public health data privacy and security standards.
Ability to learn new software systems.
At least a Bachelor’s degree in Public Health, Informatics, Epidemiology Microbiology, or other related field or equivalent experience.
Supplemental Information
Working Conditions:
The typical office setting for this job is adequately lighted, heated and ventilated. However, you may encounter some risks that are associated with any office setting, for example, the safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
Standard DHHS working hours are: Monday – Friday, 7:00 am to 6:00 pm. Upon supervisor approval, this position may flex hours within that time frame.
This position is currently a hybrid of both in-office and remote work days. Please note, a position’s eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
Physical Requirements:
Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
