The Crisis Training Program Administrator I is responsible for the overall management and operation of the crisis certification program, training and the office’s oversite of efforts related to clinical suicide prevention, training of crisis workers on substance use and harm reduction principles, as well as oversight of training of disaster behavioral health workforce and behavioral health disaster preparedness. This position will be responsible for facilitating training, maintaining certifications, finding and managing resources, communicating with stakeholders and crisis workers throughout the state, and offering technical assistance to providers and stakeholder, as well as other duties related to tasks described above. The Administrator will play a key role in ensuring the crisis program and workforce meets high standards of quality and effectiveness. This includes the oversight of standards, training and certification for crisis workers and disaster responders as well as developing and maintaining a library of best practice resources. This position also supports the crisis services team in the development of oversight of the statewide and local crisis lines, the Utah Mobile Crisis Outreach Team (MCOT), Receiving Centers and related crisis initiatives and services.
The position will provide oversight and support to existing local crisis services, suicide prevention and crisis line efforts, and offer technical assistance and monitoring of comprehensive mental health crisis services.This position uses oversight of research and evaluation data to aid in program development and training initiatives. This position will coordinate closely with OSUMH leadership, OSUMH substance use disorder, prevention and mental health administrators and staff. The position requires regular communication and close collaboration with Utah’s Local Mental Health and Substance Abuse Authorities and other various stakeholders throughout the state with both prevention and treatment capacities.

Preference
Applicants must have a Masters Degree or Equivalent Experience. Applicants having one of the following degrees may receive preference: Master of Social Worker, Masters in Marriage and Family Therapy, Masters in Professional Counseling or Masters of Psychology, other Behavioral Health related Master Degree. Current Clinical Licensure in chosen discipline may also receive preference.
Note: as of April 8, 2024, DHHS employees will be working a hybrid schedule, which includes 2 office days per week and 3 telework days.

Responsibilities
Facilitate training: Develop and deliver training curriculum for crisis workers on crisis intervention techniques, trauma-informed care, and other relevant topics.
Maintain certifications: Track and manage crisis worker certifications, ensuring that they meet all required standards and are up-to-date.
Find and manage resources: Identify, collect, and organize resources related to crisis intervention, trauma-informed care, and other relevant topics. Maintain a resource library and network for use by crisis workers.
Communicate with stakeholders and crisis workers: Maintain regular communication with stakeholders, contractors, and crisis workers through listservs, emails, and other channels. Provide information and support related to the certification program.
Organize and facilitate quarterly learning collaboratives: Organize and facilitate quarterly learning collaboratives for crisis workers to share best practices and learn from each other.
Facilitate best practices: Promote and implement best practices in crisis intervention and trauma-informed care.
Provide collaborative support to the OSUMH suicide prevention and crisis services team including suicide prevention, crisis line, MCOT, the statewide suicide prevention coalition, and crisis related staff at OSUMH.
Provide technical assistance to the local behavioral health authority system.
Function under very general direction in planning, directing, and evaluating programs administered by the agency. Assist in the budgeting process. Implement program strategies and evaluate program effectiveness. Support SUMH in providing programmatic and budget related feedback to legislative staff regarding current and proposed policies.
Conduct training needs assessments and recommend and implement training and technical assistance strategies.
Build and maintain ongoing partnerships with key stakeholders including schools, health and behavioral health care organizations, public health agencies, social service agencies, advocacy organizations, non-traditional partners and others to move project initiatives forward. Facilitate the use of research data to improve existing programs and utilization of resources including identifying process and outcomes data to guide team and SUMH strategies.

Supplemental Information
Licensure is required when job duties are within the scope of practice as defined in UCA 58-60: Mental Health Professional Practice Act. Divisions, offices and institutions are responsible for determining which positions require a license, depending on the area of assignment.
