The Department of Health & Human Services (DHHS) is seeking an administratively responsible Program Administrator II within the Department of Licensing & Background Checks (DLBC). This individual will oversee programs, policies, operations, and related matters. Develop and implement program strategies, evaluate program effectiveness, develop the budget for assigned areas of responsibility. Act as a liaison between an agency or work unit and other agencies. May supervise and train others.

Responsibilities
 

Oversee performance projects.
Coordinate emergency preparedness, response, and recovery plans.
Administer section standing public and provider committees.
Supervise section managers including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
Hold performance discussions with staff.
Coordinate proposed rule changes and rule implementation.
Produce written reports.
Conduct provider Informal Discussions.
Monitor and evaluate operations, programs, processes and practices for quality and effectiveness and make recommendations for improvement.
Coordinate and implement policy and procedure changes.
Interpret, clarify, explain and apply agency policy and procedures, business practices, federal or state laws and regulations, etc.
Ensure compliance with applicable federal and/or state laws, regulations, agency rules, standards and guidelines, etc.
Help monitor the budget.
Coordinate staff training.
Traveling to field work when shadowing others

 

Qualifications
 

Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
Ensures compliance with applicable federal and/or state laws, regulations, agency rules, standards and guidelines, etc.
Develops, directs, and/or evaluates programs.
Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
Represents the agency with federal, state, and local government units, in the media, or with private organizations.
Monitors agency or program budget including revenues, expenditures and budget projection, etc.
Makes final judgment with responsibility for decisions, including explaining decisions in other proceedings.
Coordinates and implements policy and procedure changes.
Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc.

Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
This position is currently a hybrid of both in-office and remote work days. Please note, a position’s eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
