The Division of Aging and Adult Services, within the Utah Department of Health and Human Services, is looking for dedicated professionals to fill two Adult Protective Services (APS) Financial Investigator positions. These employees will work with the APS Forensic Auditor to conduct data analysis and investigation into complex cases of financial exploitation perpetrated against vulnerable adults. The Financial Investigator will provide expertise in the investigation and aide investigators in financial exploitation cases involving vulnerable adults. As part of the financial exploitation investigation team, this position examines public and third-party records, provides analysis and quantifies findings in APS cases alleging financial exploitation against a vulnerable adult. The Financial Investigator gathers, compiles, and prepares reports, confers with the Forensic Auditor, and assists with making recommendations. This is a full-time, time limited (merit exempt) position with benefits. The position is currently funded through September of 2024. The candidate selected for this assignment will provide state-wide coverage for the APS area offices. The selected candidate’s work location will ultimately be a mobile office environment. Travel will be required. Example of Duties: Investigate allegations of financial exploitation of vulnerable adults.Interview victims, alleged perpetrators, witnesses, and collateral third parties to gather evidence and establish the chain of events leading to the alleged fraud/exploitation.Meet with local law enforcement and prosecutors to coordinate the investigative process.Request records from local and national financial institutions.Analyze financial data and documents gathered through the clients, family members, the alleged perpetrator, and other relevant third parties.Prepare reports and financial spreadsheets outlining the investigative findings and submits reports to the Forensic Auditor for review.Confer with employees from other government and private agencies regarding joint actions to be taken or exchange of vital or useful information.Provide training for the financial community, meeting with key stake holders, community collaboration, awareness, and education.Ideal Candidate: Will have a bachelor’s degree or higherability to compose correspondence dealing with subject matter that requires considerable discretion and sound judgment.Knowledgeable in APS statute, rules, regulations, codes, and policies governing the investigation of financial exploitation.Ability to problem solve, organize evidence, analyze financial records and write investigative reports.Exercise proper judgment and behavior in response to another person’s behavior; de-escalate potentially volatile situations. Travel is required for this position. Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
