Responsibilities
As a Financial Analyst II you will:
Contracts Analyst Position:
Provide comprehensive support to program managers and division leaders throughout the contract lifecycle, including reviewing contracts for compliance with policies and procedures, coordinating approval signatures, and maintaining accurate contract records.
Ensure invoice accuracy and compliance with contract terms by conducting thorough reviews, securing payment approvals, and entering payments into the State Financial System (FINET).
Extract data from the state data warehouse and generate detailed reports to monitor the status of receivable and payable contract usage and balances.
Prepare and submit accurate financial reports to state and federal agencies, ensuring compliance with reporting requirements.
Support administrative tasks and collaborate within a dynamic and mission-driven team environment.
Personnel & Budget Accounting Position:Assist hiring officials through various HR processes, reviewing documentation for accuracy and compliance, determining appropriate salaries, and responding to other HR-related inquiries.
Conduct payroll processing, including time entries and reporting, while ensuring compliance with all state and federal regulations.
Assist with budget processes and oversight such as budget account setup, running reports, approval of payment requests, expense allocations, and identifying and correcting budget-related errors.
Assist with accounts payable responsibilities, such as payment approvals in FINET, bulk payment processing (via FINET upload), and general support.
Support administrative tasks and collaborate within a dynamic and mission-driven team environment.
Qualifications
REQUIRED:
Attention to detail and a commitment to accuracy in financial and administrative tasks.
Strong analytical and organizational skills to manage complex financial, HR, or contract-related processes.
Experience with financial systems (e.g., FINET or equivalent) and advanced proficiency in Excel for data analysis and reporting.
The ability to work independently, prioritize multiple responsibilities, and meet deadlines.
Excellent communication and interpersonal skills to collaborate effectively with team members, hiring managers, and external stakeholders.
PREFERRED:
Experience in government accounting or working with grants and contracts.
Familiarity with federal reporting requirements, including FFATA reporting.
Advanced proficiency in Excel, including the use of pivot tables, VLOOKUP, and data analysis tools.
Familiarity with HR processes, payroll management, or related systems.
Experience developing or updating procedure manuals for financial or administrative operations.
A passion for public service and supporting Utah’s mission to preserve wildlife and natural habitats.
Prior experience in a similar financial analyst role within a public agency.
Skilled in financial systems, reporting, and vendor management.
Passionate about wildlife conservation and contributing to impactful work.
A thorough understanding of compliance requirements at federal, state, and organizational levels.
Highly organized, with a strong attention to detail and multitasking abilities.
Ability to analyze data and prepare accurate financial reports.
