Workforce Services (DWS) is looking for a skilled and motivated CCQS Observation Program Specialist to work with a dynamic group of professionals dedicated to making a difference in the lives of children, families and early childhood professionals. An extensive knowledge of child development and best practices related to group care is essential. A minimum of four years’ paid experience working in an early childhood program or working with child care providers in a support role such as technical assistance and coaching to providers is required. This position also requires the critical skill of being able to mentor and teach others to learn observation techniques, score within the margin of reliability and provide feedback to help both providers and others using the tool to grow, develop and reach their potential. A Bachelor’s Degree in Early Childhood Education or a related field is preferred. Additionally, preference may be given to individuals that have successfully demonstrated reliability on the Environment Rating Scales (ERS) tools. Some travel, primarily within Utah, is required as well as the ability to drive. Principal DutiesA successful Program Specialist requires a broad range of skills. Each Program Specialist must be able to work well alone and within a team structure. The successful candidate has the ability to work with diverse groups of people and to provide technical assistance to others in relation to best practices in child care practices. A Program Specialist will serve as a resource to the community and community partners. Community partners make a significant contribution to the work in OCC and Program Specialists must have the capability to facilitate meetings and work groups to achieve OCC goals. Lastly, the Program Specialist must be proficient in observation, record keeping and feedback and be able to articulate ideas clearly both orally and in writing. The CCQS Observation Program Specialist may also: Develop programs and policy.Provide guidance to contractors regarding OCC statewide programs.Provide support and guidance statewide regarding the Child Care Quality System.Act as an OCC subject matter expert regarding best practices in early education settings and the use of the ERS tools.Utilize Environment Rating Scales proficiently and serve as a state anchor.Provide guidance and support to Early Childhood Specialists and Regional Anchors working under OCC contracts.Create and deliver presentations to providers, community partners or other DWS staff.Monitor contracts and assure contract compliance.Review and approve invoices.Design and evaluate contract outcome measures.Write Scope of Work documents and other documents that support grantee reporting.Provide technical assistance as needed to family child care or child care centers operating throughout Utah.Work with a team to prepare professional development opportunities for individuals providing coaching and technical assistance in child care programs.Receive, research and respond to incoming questions or complaints; provide information, explain policy and procedures and facilitate a resolution.Negotiate or mediate issues with internal or external agency representatives and concerned outside parties or their representatives.The Ideal Candidate The ideal candidate for this position is someone who possesses the following: Excellent communication and interpersonal skills.Ability to present information clearly and effectively.Exceptional customer service skills and the ability to assist people in a manner whichdemonstrates sensitivity, tact, and professionalism, without prejudice or bias.Strong understanding of child development and child care practices based on research and best practice.Good organizational skills and the ability to handle multiple projects and deadlines.Some understanding and practical experience with the Environmental Rating Scales or other evidence based observation tool.Ability to problem solve and identify creative solutions that lead to successful outcomes.
