About the Work UnitThe Office of Domestic Violence and Sex Offender Management (ODVSOM) exists to perform all tasks related to the administration of the Sex Offender Management Board (SOMB) and the Domestic Violence Offender Management Board (DVOMB), including serving as the central repository for information concerning all aspects of program administration and compliance and ensuring compliance with the statutory mandates of these programs. Each of the Boards is charged with multiple duties related to setting state-wide standards for the comprehensive evaluation, treatment and continued monitoring of convicted domestic violence and sex offenders. Work is accomplished through the development of public policy in a collaborative environment that is inclusive of criminal justice agencies, mental health professionals, crime victim serving agencies, human services agencies and other professionals and stakeholder groups. The work is based upon research, policy and practice that are evolving in nature.Each of the Boards is charged with a wide range of duties related to the comprehensive evaluation, treatment and continued monitoring of convicted domestic violence and sex offenders. This body of work is based upon national and local research and promising practices that are evolving in nature. Tasks are accomplished by the development of public policy in a collaborative environment that includes criminal justice agencies, mental health treatment professionals, crime victim service agencies, human service agencies and other allied professionals. The ODVSOM collects, analyzes, produces and disseminates standards, policies and information concerning domestic violence and sex offense specific treatment and containment. These efforts assist the General Assembly, the Governor’s office, and other state and local agencies, in order to enhance the quality of criminal justice efforts to ensure public safety statewide. About the JobThis position will function as the senior authority for the Domestic Violence Offender Management Board (DVOMB) and serve as the first-level supervisor for the Domestic Violence Offender Management Unit within the ODVSOM. This position will have the overall responsibility and authority for the DVOMB program including, but not limited to, managing the DVOMB for the Division, providing subject matter expertise to and staffing for the DVOMB, developing strategic plans and work processes for the DVOMB, and implementing plans and processes necessary for meeting the legislative mandates. The position will coordinate subcommittees, analyze research, and look for opportunities to improve the work of the DVOMB through projects, including partnerships with educational institutions and research agencies.The DVOMB is comprised of local and state treatment experts and government agency officials in the field of intimate partner violence. The DVOMB members rely on this position for expertise, leadership, and direction. The position will have influence and impact within the department, and expertise in the field of domestic violence offender management and treatment. This position manages the daily operation of the following Domestic Violence Offender Management Unit distinct areas: Domestic Violence Offender Standards pursuant to CRS §16-11.8-103(4)(a)(I) and (II), the Approved Provider List, Application Review and Complaint Processes mandated in CRS §16-11.8-103(4)(a)(III), and oversight of research concerning the Standards pursuant to CRS §16-11.8-103(4)(a)(IV). The ODVSOM Manager and Division of Criminal Justice (DCJ) Director will consult with and rely on the expertise of this position before deciding broad, critical program and policy direction and will be delegating the decision-making and work assignment authority regarding DVOMB activities to this position. The person in this position will be required to function with significant independence.This position will guide the strategies, systems, guidelines, and standards for addressing Colorado’s approach to combating domestic violence. The position will be required to prepare reports and documents for the General Assembly and other interested parties. This position will represent the unit, the Division, and the Department when appropriate on issues relating to issues of domestic violence. The ODVSOM Manager, DCJ Director, CDPS Executive director, and the DVOMB all rely on and consult with this position for expertise in sex offender management and treatment. The position will conduct training in the field of domestic violence offender management and treatment throughout the state and, if requested, at national forums.This position requires excellent facilitation and mediation skill, decision making ability, and the capability to perform complex analyses of problems and data. This position must be able to analyze legislation that may impact the domestic violence offender management field, including suggesting legislation when appropriate. The position is expected to be a state leader and central resource for domestic violence specific issues. The position needs to provide leadership for treatment providers, courts, offender case managers, and non-profit agencies in new developments in the field and assist in the implementation of best practices. This requires skill in complex data collection and analysis and strong communication abilities.KEY RESPONSIBILITIESLeadership and Program CoordinationThis position is responsible for guiding and supporting the work of the Domestic Violence Offender Management Board so that all legislative mandates are met, including setting standards for service providers, developing and delivering training to criminal justice professionals, and overseeing the provider application and complaint processes. This position must facilitate the on-going education of board members, orient new members, and work with the appointing authorities on any vacancies. This position must maintain a high level of expertise in the research and practice developments relating to domestic violence and use that knowledge to develop strategic plans for improving system responses for offenders and support to victims. The position must develop and implement education strategies for professionals and others. The position must prepare reports relating to the work of the board and specific issues relating to domestic violence as appropriate. Through formal supervision, the position supervises and directs the work of the 4 FTE who also support the DVOMB and the program.This position is the recognized expert in domestic violence offender management and related issues. In that role, this position is expected to participate in the multiple committees and meetings that are convened to address a variety of issues. The meetings may be sponsored by other government agencies at the state and local level, non-profits, educational institutions, or others. This position represents the views of the Department and assists in the reduction of redundant efforts by communicating with each of the groups and sharing resources. The position is expected to promote the use of best practices state-wide through this committee work. Additionally, this position is participates in national forums to stay current on developing practices, and to present at state and national events as appropriate.Coordination of Shared Services and SupervisionThis position shares supervision duties of ancillary administrative and logistical support for the DVOMB in the execution of statutory mandates. The position must oversee the work of the Application Review Committee Coordinator in processing service provider applications and complaints of misconduct. The position must be aware of potential legal issues surrounding the complaint and any sanctions the Committee and the DVOMB may impose. The position oversees all communications with providers regarding applications, complaints, and results of investigations. This position also directs and coordinates the necessary support services for meetings and training events of the DVOMB. This includes ensuring information is accurate and published to the public website. This position also supervises the research staff within the shared services team.Committee Support and Legislation ReviewThis position is responsible for all reports, documents, and projects that relate to the DVOMB and are prepared in the unit. With necessary approvals, this position may present proposals to the legislature, provide expert testimony before legislative committees, and must analyze proposed legislation for its impact on Colorado’s practices. This position advises the ODVSOM Manager, DCJ Director, and CDPS Executive Director on the potential impact to the state’s practices.This position directs the coordination and support for DVOMB committees, including developing work product, and providing input into meeting content. This position provides leadership, guidance, advice and clarification to the committees on DVOMB standards, policy and research, and ensures that the committees are aware of emerging issues and DVOMB policy, philosophy and other pertinent issues. This position also defends committee and Board work to stakeholders. This position also advises the DVOMB or committees when proposals for changes conflict with existing policies, statutes or standards.
