Overview:
Performs various duties relating to regulations, maintenance, and repair of the City’s water production facilities and distribution system. Help the Assistant Water Director to perform water sampling and flushing to insure reliable, safe, high quality drinking water. Works closely with the Assistant Water Director and assists the Field Service Specialist with blue staking and works on the valve and hydrant maintenance program. Under the supervision of the meter supervisor this position will help perform basic metering duties.
Essential Job Functions:
1. Performs all sampling as set forth by EPA, State, and local Health Department regulations.
2. Tracks chlorine and fluoride levels in the water system and adjusts as necessary to maintain proper residuals.
3. Maintains sufficient training to ensure a good working knowledge of job-related functions and to stay current on regulations and safety issues.
4. Ensures maintenance is routinely done on sampling equipment.
5. Maintains fluoride injection equipment at all sources to ensure chemical injection equipment remains in a safe and functional condition and all safety precautions are observed. Maintains cleanliness of chemical injection rooms.
6. Keeps chlorine injection equipment maintained and operational at all sources and ensures all safety precautions are observed.
7. Develops a program for flushing the city water system and assists in maintaining clean, safe, and reliable water. Keeps records of flushing activities.
8. Performs routine checks on fire hydrants throughout the city and makes sure all hydrants are properly maintained. Makes sure fire hydrants operate freely in the full range required and ensures caps are lubricated. Keep records of fire hydrant maintenance.
9. Maintains water production and booster station facilities to keep them neat, clean, and functional. Keeps pumps and motors lubricated and changes oil in the motors as needed. Maintains detailed records of maintenance performed.
10. Maintains level IV water treatment and distribution certifications.
11. Perform computer record keeping tasks and monthly reports.
12. Perform various tasks under the direction of the Meter Supervisor and Field Service Specialist.
13. Performs after-hours repairs or special installations either scheduled or emergency, as required.
14. Serves in an “on-call” capacity in the weeknight, weekend, and holiday rotation to take care of problems that arise after-hours.
15. Performs other duties as assigned, assisting in various aspects of the operation and maintenance of the water system.
Knowledge, Skills, and Abilities:
Considerable knowledge of current methods, principles, and practices of water system maintenance and repair.
Basic knowledge of water regulations as they relate to water sampling requirements.
Familiarity with methods used in the various types of sampling.
Understanding of safety practices in dealing with certain hazardous chemicals.
Journey level skill in the use of water line installation and maintenance equipment and tools including the operation of a backhoe/loader, dump truck, plow truck, and other department equipment.
Able to work outdoors in extreme weather conditions.
Perform strenuous labor.
Ability to communicate effectively both verbally and in writing.
Ability to follow written and verbal instructions.
Establish and maintain effective working relationships with co-workers and members of the public.
Qualifications:
High School Diploma or equivalent
Three years of experience in water system construction and maintenance or related employment
Must reside within 30 minutes of the Bountiful City Water Department
Successfully pass a background check, a driving record check, and a pre-employment drug test
Required Licenses and Certifications:
Must possess at least a Class B Commercial Driver’s License
Must reside within 30 minutes of Department headquarters
Utah Water System Operator Class IV Distribution Certification
Utah Water System Operator Class IV Water Treatment Certification
Working Conditions:
Essential job functions require a variety of physical activities, generally involving muscular strain related to walking, standing, stooping, sitting, reaching, and lifting up to 100 pounds.
Talking, hearing, and seeing are essential to performing job functions. Common eye, hand, and finger dexterity. Mental application utilizes memory for details, verbal instructions, emotional stability, discrimination, thinking, and creative problem solving. Daily local travel is required in the normal course of job performance. Uncomfortable working conditions will be encountered at times due to environmental extremes. Frequent exposure to occupational and safety hazards associated with trench construction and proximity to traffic or in department facilities. Occasionally, will be called out after hours (nights, weekends, and holidays) to respond to emergency problems relating to public utilities.
Benefits:
Medical Insurance
Benefits begin on the date of hire. Bountiful City offers Select Health and PEHP networks, with the choice of Traditional or High Deductible plans on either network. Bountiful pays 100% of the premium for employees (single coverage), 95% of the premium for two-party coverage, and 90% of the premium for family coverage.
Dental and Vision Insurance
Dental and Vision coverage is provided by Renaissance. This coverage is optional and is paid for by the employee. It is effective on the first day of the month following the date of hire.
Life Insurance
Group term life insurance of two times the annual salary + $10,000 is provided to the employee, $10,000 for spouse, and $10,000 per eligible dependent at no cost. Additional supplemental life insurance may be purchased by the employee.
Flexible Spending Accounts (FLEX$)
Eligible employees may elect to enroll in the FLEX$ program offered by PEHP. Employee contributions are made bi-weekly through payroll. Funds can be used to pay for eligible limited medical expenses (up to $3,200 per year and may be spent during a grace period of 75 days) and for dependent childcare expenses (up to $5,000 per year) on a pre-tax basis.
Health Savings Account (HSA)
Employees who are enrolled in a High Deductible plan will receive pre-tax contributions from Bountiful City to fund their HSA. Employer contribution amounts rely on the tier of medical coverage chosen by the employee and are prorated based on date of hire. Annually these amounts are $1000 (single coverage), $2,000 (two-party coverage), and $3,000 (family coverage).
Employees have the option to make bi-weekly pre-tax contributions to their HSA account in addition to the contributions made on behalf of Bountiful City. HSA contribution limits for 2024 are $4,150 for single coverage and $8,300 for family coverage. These limits include contributions made by the employee and the employer.
Accidental Death and Dismemberment Insurance (AD&D)
Accidental Death and Dismemberment Insurance coverage is provided by PEHP. This coverage is optional and is paid for by the employee. It is effective the first day of the month following the date of hire.
Long Term Disability (LTD)
Bountiful City pays the premium for LTD coverage which offers 66.67% salary replacement after a three-month waiting period.
Sick and Vacation Leave
Employees accrue 3.70 hours of sick leave per pay period and there is no cap on accrual. Employees accrue 3.70 hours of vacation leave per pay period and may carry a maximum of 240 hours. Vacation accrual rates increase with years of service. Employees who meet certain criteria may annually sell back sick and vacation leave.
Paid Holidays
Employees receive twelve paid holidays a year.
Employee Assistance Program
A counseling and consultation service through Blomquist Hale is provided to help employees and eligible family members with a wide range of personal issues. This plan is paid for by Bountiful City and there is no out of pocket expense for the employee to participate.
COLA and Merit Increases
Employees may receive COLA and/or Merit salary increases based on performance evaluations, market adjustments, and/or the availability of funds as allocated by the City Council.
Retirement – Pension
Bountiful City funds a pension plan and/or 401(k) account through Utah Retirement Systems (URS) on the employee’s behalf. Specific contributions vary based upon hire date and the tier the employee falls under and will be discussed further at the time of hire. For more information please visit (www.urs.org. Presently, Bountiful City makes additional contributions to Tier 2 employees 401(k) accounts to equalize contribution rates with Tier 1 employees.
Retirement – Savings Plans
Employees have the option to contribute to a variety of additional savings account options including 401(k), 457, and Roth IRA. Contributions can be made on a pre-tax or post-tax basis through bi-weekly payroll deductions.
