Overview:

Under direct supervision of the Parks Director, the Park Maintenance Crew Lead plans, directs, and manages the maintenance operations, irrigation, playgrounds, landscaping, buildings, structures, sport fields or courts and special events associated with the City of Bountiful parks, open spaces, trails, sports facilities, and streetscapes as assigned.

Essential Job Functions:

1. Promotes and follows the City’s mission statement, policies, and expectations.

2. Oversees and performs general grounds and landscape maintenance; maintains parks, playgrounds, bowery’s, restrooms, small buildings, trailhead facilities, detention basins, open spaces, and streetscape.

3. Maintains and/or installs trees, shrubs, flowers, turf, playgrounds, protective playground surfacing, court nets, benches, bleachers, picnic tables, fencing, etc.

4. Operates, directs, and trains laborers in personal safety equipment and usage of mechanical landscape equipment including string trimmers, edgers, blowers, push mowers, zero turn mowers, large gang mowers, small tractors, and other related landscape equipment; performs routine, regular maintenance on equipment.

5. Fertilizes, aerates, mows and trims grass, collects and removes trash; removes dead, diseased, or injured trees; stimulates healthy plant growth through custom pruning and cutting, fertilizing, and watering.

6. Assists in the installation, maintenance, and operation of sprinkler systems.

7. Directs operations such as spraying for the prevention or eradication of pests, fungus, and insects harmful to park turf, plants, trees, shrubs, and other environments; selects appropriate chemicals and combinations to accomplish task; maintains records of spraying activities; assures chemicals are properly stored and used in conformity with city, state, or federal regulations; operates spraying equipment.

8. Works collaboratively with Parks Flower and Plant Crew Lead in the maintenance of flower and shrub beds and greenhouse facility.

9. Prepares and maintains various field records.

10. Monitors seasonal worker timecards and assists in monitoring seasonal employee leave.

11. Conducts safety inspections and makes recommendations for changes or improvements in equipment, facilities, employees, etc.

12. Must be available for rotating weekend shifts to cover reservations, special events, winter snow removal, and emergency callouts.

13. Under the direction of the Parks Director additional job responsibilities, assignments, or duties may be added or changed at any time.

Knowledge, Skills and Abilities:

Knowledge of safe methods for using, storing, mixing, and applying insecticides, herbicides, pesticides, fertilizers, surfactants, and other chemicals.
Knowledge of principles and practices of supervision, including employee training, performance evaluation, employee hiring, motivation, and discipline.
Ability to prepare and present clear and concise maintenance reports.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to lift and/or move up to 50 pounds frequently and 100 pounds occasionally.
Ability to perform other related duties and tasks as directed or required.
Qualifications:

High School Diploma or equivalent

Two years of specialized training or education provided through professionally sponsored workshops, technical school, vocational studies, college, or apprentice program

Five years of progressively responsible experience in the maintenance, upkeep and beautification of turf, parks, irrigation systems, plant material, equipment, facilities and/or related environments, and employee supervision

An equivalent combination of education and experience

Successfully pass a background check, a driving record check, and a pre-employment drug test

Required Licenses and Certifications:

Must possess a valid Utah Driver’s License

Minimum certificates required: Ornamental & Turf and Vertebrate

Must possess a valid Utah Non-Commercial Pesticide Applicators License or able to obtain one within 6 months

Benefits:

Medical Insurance

Benefits begin on the date of hire. Bountiful City offers Select Health and PEHP networks, with the choice of Traditional or High Deductible plans on either network. Bountiful pays 100% of the premium for employees (single coverage), 95% of the premium for two-party coverage, and 90% of the premium for family coverage.

Dental and Vision Insurance

Dental and Vision coverage is provided by Renaissance. This coverage is optional and is paid for by the employee. It is effective on the first day of the month following the date of hire.

Life Insurance

Group term life insurance of two times the annual salary + $10,000 is provided to the employee, $10,000 for spouse, and $10,000 per eligible dependent at no cost. Additional supplemental life insurance may be purchased by the employee.

Flexible Spending Accounts (FLEX$)

Eligible employees may elect to enroll in the FLEX$ program offered by PEHP. Employee contributions are made bi-weekly through payroll. Funds can be used to pay for eligible limited medical expenses (up to $3,200 per year and may be spent during a grace period of 75 days) and for dependent childcare expenses (up to $5,000 per year) on a pre-tax basis.

Health Savings Account (HSA)

Employees who are enrolled in a High Deductible plan will receive pre-tax contributions from Bountiful City to fund their HSA. Employer contribution amounts rely on the tier of medical coverage chosen by the employee and are prorated based on date of hire. Annually these amounts are $1000 (single coverage), $2,000 (two-party coverage), and $3,000 (family coverage).

Employees have the option to make bi-weekly pre-tax contributions to their HSA account in addition to the contributions made on behalf of Bountiful City. HSA contribution limits for 2024 are $4,150 for single coverage and $8,300 for family coverage. These limits include contributions made by the employee and the employer.

Accidental Death and Dismemberment Insurance (AD&D)

Accidental Death and Dismemberment Insurance coverage is provided by PEHP. This coverage is optional and is paid for by the employee. It is effective the first day of the month following the date of hire.

Long Term Disability (LTD)

Bountiful City pays the premium for LTD coverage which offers 66.67% salary replacement after a three-month waiting period.

Sick and Vacation Leave

Employees accrue 3.70 hours of sick leave per pay period and there is no cap on accrual. Employees accrue 3.70 hours of vacation leave per pay period and may carry a maximum of 240 hours. Vacation accrual rates increase with years of service. Employees who meet certain criteria may annually sell back sick and vacation leave.

Paid Holidays

Employees receive twelve paid holidays a year.

Employee Assistance Program

A counseling and consultation service through Blomquist Hale is provided to help employees and eligible family members with a wide range of personal issues. This plan is paid for by Bountiful City and there is no out of pocket expense for the employee to participate.

COLA and Merit Increases

Employees may receive COLA and/or Merit salary increases based on performance evaluations, market adjustments, and/or the availability of funds as allocated by the City Council.

Retirement – Pension

Bountiful City funds a pension plan and/or 401(k) account through Utah Retirement Systems (URS) on the employee’s behalf. Specific contributions vary based upon hire date and the tier the employee falls under and will be discussed further at the time of hire. For more information please visit (www.urs.org. Presently, Bountiful City makes additional contributions to Tier 2 employees 401(k) accounts to equalize contribution rates with Tier 1 employees.

Retirement – Savings Plans

Employees have the option to contribute to a variety of additional savings account options including 401(k), 457, and Roth IRA. Contributions can be made on a pre-tax or post-tax basis through bi-weekly payroll deductions.
